Odisha CM demands approval of its DPR for utilisation of NPV

tn_3-1-2014=2Report by PravuPrasad Routray, Bhubaneswar: Odisha Chief Minister Naveen Patnaik urged centre to permit utilisation of a portion of funds collected as additional Net Present value. On this regard CM Patnaik writes a letter to Union Minister of Environment & Forest M. Veerappa Moily.
CM Patnaik in his letter said that, “This has reference to letters F. No. 7-34/2010-FC, dated 29.8.2013 in which the MoEF has declined to permit utilisation of a portion of funds collected as additional Net Present value (NPV) for inclusive development of mineral bearing areas through tribal welfare activities.”
CM Patnaik in his letter said that, “The Central Empowered Committee (CEC) had recommended that a part of additional amount of NPV (say 50%) to be realised from the mining lessees may be used through a Special Purpose Vehicle (SPV) for undertaking specific tribal welfare and area development works so as to ensure inclusive growth of mineral bearing areas. Hon’ble Supreme Court in their order dated 7.5.2010 in LA. No. 2746 + 48 of 2009 had asked the State Government to comply with the `1`1`1`1`1 C.E.C. that are acceptable to the Government. The MoEF had agreed to the constitution of the SPV for the above purpose in a ‘meeting of the CEC held on 25.05.2010 and another meeting taken by the D.G. (Forest) on 24.06.2010. The Memorandum of Association of the SPV has been approved by the MoEF by their letter F.No. 7-34/2010 – FC dated 28.9.2011. “
CM Patnaik further added that, “State Government has submitted a Detailed Project Report for utilising 50% of the additional NPV for inclusive development in mineral bearing areas, in keeping with the recommendations of the CEC which have been accepted by the Hon’ble Supreme Court and the MloEF. The proposed activities would help the local population, mostly tribal persons, living in the mineral bearing areas that are affected by the diversion of forest land for mining.”
Patnaik requested Moily to intervene in the matter and approve the Detailed Project Report for inclusive development of mineral bearing areas utilising a part of the funds collected as additional NPV.
